In an ideal world, a pragmatically defensible option would
be to split the double-punched votes resulting from the poor
[and illegal?] ballot paper design evenly between the parties.
This doesn't actually re-enfranchise those voters, but at least
would go part way towards doing so; in a relatively non-subjective
way.
