NIH published this draft regulation concerning research. Comments are being solicited.
For the research that I know of, this seems more-than-a-little bit dumb. Even for the biology which is not too complicated, I think of serious problems arising (Needleman's lead research) after outsiders were allowed controlled access -- despite there being strong oversight while those issues were debated. Freer access seems scary. The draft is dated March 1, 2002, with a June 1 deadline for comments, snail-mail and e-mail addresses provided. This capital letter-emphasis is in the original. >From the middle of the first paragraph -- "... THE NIH IS DEVELOPING A STATEMENT ON DATA SHARING THAT EXPECTS AND SUPPORTS THE TIMELY RELEASE AND SHARING OF FINAL RESEARCH DATA FROM NIH-SUPPORTED STUDIES FOR USE BY OTHER RESEARCHERS. INVESTIGATORS SUBMITTING AN NIH APPLICATION WILL BE REQUIRED TO INCLUDE A PLAN FOR DATA SHARING OR TO STATE WHY DATA SHARING IS NOT POSSIBLE. This statement will apply to extramural scientists seeking grants, cooperative agreements, and contracts as well as intramural investigators.
