I am retired and no longer toil in the teaching trenches, but in the first 
two semesters of elementary statistics both the mid-term and final in my 
classes were open book and distributed to students one week prior.  I used 
pretty much the same question items year after year or until a new textbook 
was introduced.  Only the data sheets would change. There were no surprises 
about exam questions.  I have always believed students improve learning in 
statistics if they are not confronted with the unexpected in a given time 
frame.  The idea is to get the correct response and make the appropriate 
statistical decision.  The other great thing about this was (for those of 
us lazy souls) one did not need to prepare completely new exams each 
term...only the data sheets.  This system might not work for all, but it 
might for some.
