One purpose of intro stat courses and textbooks is to enable you how to figure out the answers yourself.

The short first answer to your question is "What's the question that the data are addressing?" That's got to be where you start. Data don't exist in a vacuum, but are in a context of answering some question. For any set of data, there may be a very large number of possible questions, and they might require different statistical techniques.

I know this is not the answer you wanted, but it's as close as I can manage.
