i would think that there are many reasons why "grade inflation" occurs ... the scenario below MAY be part of it BUT, not all students (particularly in smaller institutions) have much choice over instructors ... and, even at larger institutions, so many courses are taught by grad assistants or parttime instructors AND, they change quite often ... that the factor of picking instructors who have a history of giving high grades ... is not that important
