The answer is negative, no degree is needed to learn how to write java applets.
The best self learning book IMHO is Deitel & Deitel : Java How to Program. With
some programing experience you need about 200 hours to learn it (no Kings way,
one had to go through chapter by chapter), and after that about another 200
hours to create a java stat package of your taste.
For programing languages self learning is more effective than the classroom
learning if you have motivation, at least you can trust your instructor:
