This kind of problem comes up a lot in high energy physics, and
there have been several workshops discussing various methodologies
for handling, though alas not bootstrap methods.  However, at
a planning meeting for last September's PHYSTAT 2003 conference,
Brad Efron pointed out that for *confidence regions* in this
case his ABC method applies straightforwardly.  I suggest you
consider contacting him, as he has recently been in touch with
the particle physics folks on this type of problem and is likely
to have already thought about it.

I personally would rather just see the confidence region than
the test result.
