There is another important motivation to offer rebates.
The manufacturer's profit is larger with rebates 
when the order quantity is greater than the demand.  The 
price to the retailer is higher than if the manufacturer 
offers a discounted wholesale price so the 
manufacturer's revenue is larger and not all rebates are 
submitted.
