I was reading the IEEE paper "Adaptive Bandwidth Allocation Methods in
the Satellite Environment" by Raffaele Bolla, Daoli and Mario. On page
3 they have used Pareto distribution to model the traffic which is

Pr{T = t} = c.t^(-a-1)
where:
a = alpha
c= normalization constant
and so on.

So my my question are
(1) what do they mean by normalization constant.
(2) Is c = a.k^a since 2 parameter pareto is 

P(f(x)) = a.k^a.x^(-a-1)
