If they appear not to, it will only be because they haven't been given
(or exposed to) language in which the notion can be expressed.
Certainly by the time I was in 4th grade, it was not a remarkable thing
for a teacher to assign the task of averaging marks to everyone in the
class.  AND to expect them to do it right, reliably.  -- Don.
