Because all of those utilities are editors, that work on one file at a time. Anyway, I dont really care whether you believe me or not. File systems are not atomic, that is a fact. Waving your hands and saying X, Y or Z magically work, just means that you have been lucky enough to avoid running into a situation where they will not work so far.
