In case it helps, I noticed that in Ubuntu 21.04, my ~/.config/GIMP/2.10/pluginrc contained
(menu-path "<Image>/File/Create/Acquire/XSane/Device dialog...") within the (proc-def "xsane" ...) s-expression.
