In my opinion, though I'm not a developer, it's a sane thing to do. Especially considering, as you say, Mozilla's issues with multiple sessions using the same profile, and Firefox being the number one used application on most Desktop systems.
If the existing session is a dead one, it gives normal users the ability to fix the problem themselves in a simple manner without having to jump on a Sys Admin. If they simply forgot they had one open, it reminds them of that as soon as possible without having to wait to complete the log in and try to run one of the ornery applications. If, however, they know what they're doing, it doesn't stop them from completing the log in if they so choose. That's what comes to my mind when I read your proposal, FWIW.
