mencoder (part of mplayer) should certainly be able do that for you. I
think it's in the multiverse.
You can pretty much do:
mencoder [options] some.ogg -o some.XXX
where the options dictate the details of the output format. That bit's not
too trivial so you'll need to either read the manual or search for examples
online.
