These are often used by IT departments, but I imagine you could use them
for more general ticketing.

In many cases the tasks we were dealing at were not really technical
anyway, eg "put paper in photocopiers", etc. I used OTRS with reasonable
success but got the impression afterward that RequestTracker might have
been more straightforward.
Both are in universe. Search the package manager for rt3.6 and otrs2.
