No. Thin Client Manager (AKA Student Control Panel) is written in Python/pyGTK by Pete Savage. https://code.launchpad.net/~petesavage/tcm/trunk Fl_Teachertool is written in C++/FLTK by me. Although, I now prefer coding in Python/pyFLTK.
