This is how you do it on a desktop http://www.ubuntugeek.com/how-to-disable-ctrlaltbackspace-from-restarting-x-in-gnome.html Bear in mind that if you're using thin clients, the x server is the one on the thin client, not the server so you must work out how to pre-seed the x configuration with it. lts.conf is the traditional way to do this, but I don't think it supports adding serverflags.
