Hi,

Last week, I explored this issue, in connection with a wiki academy we had
at NIT, Calicut.  After chatting with stewards, the recommendation was to
use http://toolserver.org/~acc/ to request account creation.  While I was
assured most requests will be handled in one hour,  my experience did not
match for that event.
