Yes, there was a similar document for the U.S. (Public Policy Initiative). In 
May 2010, we published our planning document on the outreach wiki in order to 
achieve transparency:

The Education Program in the U.S. and Canada was a continuation of the Public

The Cairo Pilot is mainly based on the learning points from the pilot in Pune 
and I've summarized the main differences between the two pilots here:
