U.S. PLANS TO PROSECUTE PEER-TO-PEER PIRATES
U.S. deputy assistant attorney general John Malcolm told an audience at
The Progress and Freedom Foundation's annual summit that Americans
need to understand that swapping copies of music and movies is illegal
and can result in prison terms. He said that the Internet has become
"the world's largest copy machine" and that criminal prosecution of
copyright offenders is needed to protect America's content industries.
Malcolm oversees the section of the Justice Department that prosecutes
copyright and computer crime cases.

PROMOS TO TACKLE PIRACY EDUCATION
Peter Chernin, News Corp. president and Fox Group chief executive, said
that public service announcements warning viewers against copyright
infringement will run before movies shown in a leading theater chain,
which he did not name. Speaking at an annual gathering of information
technology leaders sponsored by The Progress and Freedom Foundation
think tank, Chernin also said that the announcements will appear on
network television and video releases. He explained that digital piracy
does not have the same stigma as shoplifting, although both are
stealing.

PRIVACY GROUP SAYS EU PLANNING TO INCREASE SURVEILLANCE
An Internet group that monitors civil liberties in Europe warned of a
plan to force European Union telephone carriers, mobile network
operators, and Internet service providers to store details of their
customers' Web use, e-mails, and phone calls for up to two years.
Statewatch claimed that it has seen a copy of a binding "framework
decision" being worked on by some EU governments that would force all
EU governments to pass laws compelling retention of traffic data for
one to two years. This data would be made available to governments and
law enforcement agencies. Currently, the EU Parliament is debating
revisions to the 1997 EU Directive on Privacy in Telecommunications,
which states that companies can retain traffic data only for billing
purposes.

THREE VIRGINIA SCHOOLS PARTNER IN NEW TECHNOLOGY CENTER
Virginia has started construction on an $18 million, 90,000-square-foot
academic technology center called the Institute for Advanced Learning
and Research, in Danville. It will be jointly run by Averett University
and Danville Community College, both located in Danville, and Virginia
Tech, in Blacksburg. All three plan to offer joint degree programs in
technology areas, with classes face-to-face and online in nature. The
center will provide equipment and facilities, including supercomputers,
for student research. High-speed Internet cables are being installed
for the institute and to attract technology companies to the area. The
center is scheduled for completion in 2003.

USING POETRY TO STOP SPAM
Habeas, a new spam-filtering service headed by anti-spam activist and
attorney Anne P. Mitchell, embeds a bit of copyrighted poetry in e-mail
messages to guarantee that they are not spam. Any spammers who attempt
to use the verse in their own messages will be sued for copyright
infringement, said Mitchell. Habeas lets people set up e-mail filters
specifying that all messages containing the verse be delivered,
permitting delivery of e-mail that contains content typically blocked
by spam filters. Mitchell said that Dun and Bradstreet will serve as
Habeas' collection agency, and several commercial spam-filtering
services intend to add Habeas to their spam-filtering tools.

CISCO TO BUY ANDIAMO SYSTEMS
Cisco Systems announced plans to buy Andiamo Systems, whose technology
connects servers to banks of stored data. Andiamo was started by former
Cisco employees, resides on Cisco's grounds in San Jose, California,
and has received loans from Cisco previously. The purchase, scheduled
for the first half of 2004, provides Cisco an entry into the storage
networking market. Analysts expect continued growth in that market
thanks to a trend in which businesses separate their servers from their
data stores. The company plans to begin shipping its first product by
the end of this year.
