Hi Mahyar, By quickly looking at a wiki sass file <https://github.com/edx/edx-platform/blob/master/lms/static/sass/course/wiki/_wiki.scss>, I can see that it is not RTL'ed.
At Edraak (the largest RTL edX site), we don't use wiki that much. Maybe you can start working on that module. If so, I'll be glad to help on that matter.
