Hi Julie, We haven't done the necessary discovery work on this, so the approach would still have to be determined, but in any case a first step would likely be to familiarize yourself with the content libraries code, to get an idea of what you are getting into : ) Probably a good starting point would be the original set of PRs, like https://github.com/edx/edx-platform/pull/6046/files, which will give you an idea of where to look at in the code base, and could allow you to make a proposal for the approach.
If that's your first Open edX contribution though, and that you are a Python beginner, it might be worth working on something smaller as a first step, to get an idea of the contribution process and criterias. That will likely save you a ton of time when you start working on something bigger like the Content Libraries support for static files.
