Hello Levani, I've tested discussion forum settings similar to yours on my local instance and it worked even if I don't follow recomendations for topic ID (see second note at this part of docs <http://edx.readthedocs.io/projects/edx-partner-course-staff/en/latest/manage_live_course/discussions.html#create-course-wide-discussion-topics>). I suppose you should check if the comments service could be connected from lms: see logs for lms at /edx/var/log/lms/edx.log and check if forum is up with supervisor (/edx/bin/supervisorctl status).
