Hi guys, Same problem. I've found some other posts with the same problem. The answers I've read so far are to use the command line or the register form instead.
If I try to make new users on the command line, I get 'permission denied'. The register form is not an option for me. Right now I'm creating superusers and stripping their privileges. Many thanks!
