You don't need an xblock for this. Use subsection prerequisites to make a chain from one exam to the next... https://edx.readthedocs.io/projects/edx-partner-course-staff/en/latest/developing_course/controlling_content_visibility.html#prerequisite-course-subsections ...and give unlimited attempts on every problem so that your learners can go back and work on it again as much as they need to.
