Update on this (thanks for cc-ing me).  Limn followed the redirects to
datasets.wikimedia.org just fine, so unfortunately the patch wasn't
necessary.  The problem was a network problem that showed up as a 502 bad
gateway error.  Except you didn't get that error unless you stared at the
console for like 5 minutes.  The fix was to reboot the process that serves
up Limn.  Sounds like some kind of DNS / routing problem.
