Heres how I ended up doing it:
 
- Downloaded the noip files to my fedora core 5 box by using the command:  
wget http://www.no-ip.com/client/linux/noip-duc-linux.tar.gz
-Used SCP from the endian firewall to copy the files from the fedora core 5
box to the endian firewall and placed them in /root/noip
-Went to /root/noip and issued the command tar zvxf noip-duc-linux.tar.gz
-Went to the new folder /root/noip/noip-2.1.3
-Went to the folder binaries
-Typed chmod 755 noip2-Linux
-Typed ./noip2-Linux -C to build the config file
-Typed ./noip2-Linux to run the noip2 client
-I then copied the /root/noip/noip-2.1.3/binaries/noip2-Linux file to the
/etc/cron.cyclic folder and it now starts on reboot.

Hope this helps anyone that needs to use NO-IP
