I was somewhat confused also but looking back at the jump from 1 to 2 series they did the same thing. So I'm pretty sure 3.0.1 is stable and there is no released dev tar ball [other then 2.9.7 which is still a 2 series]. PAM had to be turned off because it detects pam but can not find the header file which is correct because you don't want the pam-devel package installed.
