ehm.. i think i am a little brainwashed because of too much statistics
and probability theory in my head.

it's certainly contrariwise.
create a rule which blocks port 5050 and a second (the last rule) wich
allows all. the outgoing firewall policy is anyway to block all which is
not explicitely allowed (if the outgoing firewall is enabled of course).
