It's correct , the encryption affects network performance, but the CPU is only
2% when the ipsec tunnel is active, so I think maybe there is another problem.
What do you think about this ?

whenever you encrypt something it takes the firewalls more time to analyze
the packets and decrypt them, thus slowing the transfer time down. use the
lowest level of encryption for fastest network speeds.

that it affects network performance. Data encryption can affect data throughput
depending upon the data-encryption scheme, and your network data speeds can
suffer. For example, CDPD systems start out with a raw data rate of 19.2kb/s.
By the time you add in the overhead for TCP or UDP for transport and your own
data encryption, the data throughput is about 10kb/s -- a loss of about 50%. If
you add application-level data encryption, the throughput could fall even
further."
