I was a little baffled by this too. 

Enable the Contentfilter by doing the following:

Proxy > HTTP: Default Settings > Click "Create Rule above Rule List. Next to
Filtertype: Choose "ContentFilter is Active". Click Create Rule

It should now be in the list:

2       Contentfilter is active         On Mon, Tue, Wed, Thu, Fri, Sat, Sun    
All day
long


Do the same for HAVP (HTTP Antivirusscan) if you want to use this feature.
