For blocking chat clients, check this:
http://nscsysop.hypermart.net/no_chat.html
start by blocking everyone... then open in the firewall the
direct access to the chat ports only to the chosen ones that can
connect...
you may need to add in the hosts file the DNS that you might
have remove in the server/firewall
