I don't know how to do this offhand in nix configs, but it is possible to change. Some routers have the option to set the port speed, so you could do it there instead. Since the port speed is matched automatically these days, you could buy a new/used 10baseT hub and place it between the two devices - that would force 10mbit. Many ppl have old 10baseT hubs laying around.
