please check
/var/efw/proxy/advanced/settings
and see if "ENABLE_BROWSER_CHECK=off" form off to on.
if it doesnt change then it's not being writen to file .
it it changes to on then the problem is with reading the file ..
What are the results of ls -asl settings ?
mine look like this

ls -asl settings
4 -rw-r----- 1 nobody squid 1607 Apr 24 12:22 settings

are there any errors in the /var/httpd/error.log when you change this 
setting ?

The community rules should update it they are free. it works on my 2.1 
install.
