Log on indian system as root an execute
ifconfig
take a look at the info about RX and TX lines, where you can see the number
of transmitted packets with info about collisions, errors and drops
I don't know where is situated your firewall but take in mind that depending
on the used technology ( Frame Relay for example ) if you are near of your
max bandwith contracted, the icmp packets are the first candidates to be
dropped by your ISP ( at least is what told me the tech guy of an old
provider, when I had similar behaviour )
