Yes, I see your issue now. I believe you need to block it by mime type, under
the Default Policy, something like this:
application/octet-stream
application/x-msdownload
But this is an area that I am not familiar enough with. Does anyone have a
good example of how to set up a group policy that would accomplish this? I’d
like to know as well.

Hello,
When you mention “download” can you be more specific? Do you mean FTP only
from one computer, or access only from one computer? Many sites use HTTP for
download these days, and even accessing a web page (surfing) is technically
“downloading” a file (a web page).
I think you will want to adjust the Outgoing Traffic tab under the Firewall
section in either case.
