I don't think the container needs to call ejbActivate unless the bean
has been ejbPassivated-before, but you'll have to double check.

ejbLoad should be called when the bean is synchronized with the
database, either because of ejbFindByPrimaryKey (ejbFindBySomething only
returns primary keys), or some other synchronization sequence. It will
not be called for a created bean (i.e. ejbCreate).
