This really is an xml question, so if you want the technically correct
answer, try posting to the xml interest list, but basically I believe the
parser tries to find the dtd either by the uri or the name, so if it's
available (probably in the classpath somewhere), then it doesn't need to get
it from the uri.

I worked on weblogic, the specification in my XML deployment descriptor
is like below..

i am not connecting to the internet while running this rjb, how does my
