There is no 1.1 spec. It's still a draft.
When it's released, based on past track record, I'm sure WebLogic(BEA) will
be one of the servers(vendors) to support it.
Right now, the Kodiak server from Inprise(Borland) has partial support for
EJB1.1 (Draft).
BTW, EJB2.0 is scheduled for release in Q1
2000(http://java.sun.com/products/ejb/faq.html).
You should also keep an eye on that.

You should use EJB1.1 server. Do not use
java.util.Vector are a return type. Ejb1.0 servers
may allow you to return Vector. That will change.
Use types which are defined in java-corba mapping.
