I had similiar problems. Try the following:
1. Edit <j2sdkee-beta home>\bin\userconfig.bat to get the proper
environment variables. Be sure to include .jar for J2EE_CLASSPATH
2. Run j2ee -verbose, if the problem persists, restart the machine.
That's how I solved my problem.
