The OMG Java to IDL mapping is quite clear about this. Section 28.4.9 "Code
Downloading" explains it. What vendors think this is optional? IMHO,
dynamic value and stub downloading is the very essence of RMI. I don't see
how, if ommitted, a vendor can claim CORBA 2.3 compliance.
