You need to use the OAS tools provided (like eco2ejb) running under a 1.1.6 JVM.

Every vendor implements their deployment descriptors differently, especially under EJB
1.0.  Go back, and read the section on how to build a DD, either by hand or through a 
DD
program that spits out a .ser file.  The only EJB server that probably uses a VAJ3 DD 
is
IBM's WebSphere.
