Deployment Descriptor question?

Hi All,
        Does the vendor implements the Deployment Descriptor file in their own
way?I am using Weblogic 4.5.1 & write a DeploymentDescriptor.txt file
which gives me a DD.ser file.
        Is this different in other vendors?
