The constraints on the referenced EJB apply to the optional ejb-link part of an
ejb-ref. The ejb-link element is aimed at an Application Assembler to
"pre-link" a set of beans. If an ejb-link element is not present then a
Deployer should be able to resolve that reference to a bean running in any
server.
