I think that you are primarily looking for section 18.1.2, Programming restrictions.
Sections 15.2.3 and 15.6.8 give a little more background and motivations.

on EJBs (e.g, EJBs can't create threads, use synchronized primitives, and

I couldn't find it in the EJB 1.1 spec easily...
