Why is this question asked so poorly?  Built in to what?  What user?

Do you mean something like this:

  Are the following classes included in the core EJB specification?

If so, why didn't you ask it that way?!

The answer to that question is no.  A general rule of thumb is that
classes that do not start with java or javax are implementation
classes.  Was this really that hard to figure out?

The specification leaves this up to the individual container.  In
Weblogic 5.1 Server, since that seems to be (judging from the zillions
of off-topic posts in this list) what everyone at Satyam? is using, you
make use of their classes.  In the J2EE reference implementation, you
cannot, as far as I'm aware, add a user dynamically at all.
