It is NOT part of the spec.  It is a vendor enhancement.

Sybase EAServer does has hot reployment at runtime.  Unlike other products,
there is no special client code needed, nor do any clients see any errors
while a reployment is underway.

Dont forget, HA is about not only unplanned downtime, but planned downtime
