The final word on this is the DTD for the XML descriptor. It says the
resource-ref is an optional tag, so you shouldn't need it.
These lines in the comments make it clear:
...an optional declaration of the bean's EJB references;...
-- and --
The other elements that are optional are "optional" in the sense that
they are omitted if the lists represented by them are empty.
