Because IBM has built up an empire of product on WebSphere ( which only supports EJB 
1.0 ).  If you are an IBM customer, and use J2EE to interface to IBM services, you are 
pretty much locked in to using WebSphere.

I am sure they are going to upgrade their spec-compliance level soon...
