netBeans is a open source IDE, or you can get it from Sun as Forte for Java
(only the basic edition is free.)
As for tools, ejbwizard will create beans from a gui. Another tool
percolator will create quite a lot of stuff from an XMI file. There are
some other tools which create the interfaces and descriptors based on
javadoc, Rickard Oberg wrote one and Cedric Beust also (he'll likely reply
with a pointer to his tool).

let you build a bean using a thin client, it'll let you save the bean as XML
for later use, and it lets you generate a bunch of source files.

I am looking for several FREE EJB development utilities. Can anyone tell
